The challenge
Davis Langdon Management Consulting, in association with Trowers and Hamlins, was appointed by the Department for Communities and Local Government (DCLG) as the National Change Agent for Capital Works in Social Housing in England (NCA Housing), with a remit to initiate and support change within the social housing sector – Registered Social Landlords, Local Authorities and Arms Length Management Organisations.
NCA Housing assists the social housing sector to deliver:
- Sustainable partnerships through procurement consortia
- Robust business planning and implementation strategies via grant funding
- Efficient and effective supply chain management within the market place
- ‘Knowledge Management’ by promoting and sharing best practice across the sector.
The result
To date NCA Housing has established eight procurement consortia, with a number of emerging consortia. The consortia are now reaping the rewards of increased efficiency savings and are making strategic investment in their local economies through:
- Improved engagement and service arrangements with suppliers, bringing better choice and quality of products
- Increased use of local supplies generating increased local employment
- Improving service efficiency by incorporating responsive repairs and maintenance and other maintenance and improvement works into the procurement of capital works
- Other community benefits for example in employment and training.
It is envisaged between £200-300m of targeted efficiency gains could be realised through the development of long term supply chain partnering contracts
