This report assesses the new "Low Emission Zone" (LEZ) affecting lorries travelling in the M25 boundary.
Zone Definition
As of 4th February 2008, the new “Low Emission Zone” (LEZ) came into effect. The zone is defined by the boundary that is the M25. Transport for London said there are 23,000 heavy lorries driving into the capital each day and 2,500 do not currently meet the required standard. Each operator has been given 28 days to achieve compliance across their fleet.
What vehicle type is targeted and what is the charge?
“Heavier Lorries” over 12t, that are older than 1 October 2001 (i.e. first registered), will be subject to a charge of £200/day for using the roads within the LEZ.
Furthermore, as of July 2008 “Lighter Lorries” between 3.5t and 12t will also be subject to the charge. Vehicles built to Euro III standards or better will not have to pay, though the standard will rise in future.
Some older vehicles with cleaner engines are exempt and owners of older vehicles can avoid the charge by retrofitting their fleet with diesel particulate filters.
